PARE | Keeping Wait Times Short at Peace Bridge

The Mission:

Mitigate the potential for increased border wait times for all commercially owned vehicles (COVs) entering the United States at the Peace Bridge

The Client:

The Achievement:

The PARE program significantly decreased bottlenecks created by unprepared commercial vehicles which cued for cash/credit collection and required manual input of eManifest records. Constellation increased the advance input of electronic truck manifest by 350% and decreased the on-site cash/credit user-fee collections by 87%, resulting in increased time for security personnel to focus on their mission and increased truck throughput by more than 30%.

Our Support:

Constellation helped CBP manage the complex relationships between the trade community, border agencies, and public authorities. Each of these stakeholders were critical to the success of the PARE initiative.

Praise for Constellation:

Constellation received the Certificate of Merit from the World Customs Organization (WCO) for “rendering exceptional service to the international customs community” on the PARE project.

CBP | Visualizing Performance through Dashboards

The Mission:

Improve port performance to support travel and tourism within the United States. Monitor key performance metrics on an on-going basis in order to understand trends.

The Client:

The Achievement:

Constellation produces a series of monthly management dashboards focused on port staffing, personnel scheduling, and operational effectiveness. Constellation also monitors the level of adherence to best practices and the degree of implementation of technological innovations.

Our Support:

Constellation reviews and analyzes information on airport performance for the client. Using data visualization techniques, Constellation generates reports for areas of concern and recommends solutions. Constellation tracks progress on customized dashboards so the customer management and stakeholders may visualize trends over time.

National Fire Academy | Training Emergency Personnel

The Mission:

Develop a new welcome presentation that helps orient incoming National Fire Academy students to the National Emergency Training Center campus, including introducing students to important contact information.

The Client:

The Achievement:

Design staff developed and finalized the National Emergency Training Center Welcome Presentation. This video, which utilizes 3D movement throughout the campus, was well received by National Fire Administration student.

Our Support:

Constellation staff quickly adopted new tools to complete this project in record time. To develop this presentation, Constellation staff trained themselves on a new software that enabled them complete a high quality video, while updating and reformatting outreach handouts.

DNDO | Protecting the Nation from Nuclear Threat

The Mission:

In 2009, the Domestic Nuclear Detection Office (DNDO) was split out of DHS Science and Technology (S&T) by Congress to provide more focus on protecting the nation from nuclear threats. Standing on its own at DHS Headquarters, DNDO needed to build its own CIO organization to ensure IT compliance with DHS direction.

In 2010, Constellation received DNDO’s Directors Award recognizing our outstanding accomplishments as a part of the Governance Core Team establishing processes and practices that are still being used today.

A voting member of DHS’s Enterprise Architecture Center of Excellence, Constellation represented DNDO at DHS for all DNDO Enterprise Architecture activities. Constellation also designed and institutionalized a program for DNDO that integrated CPIC and EA functions and added a component of governance process that oversaw all DNDO IT activities.

CBP | A Smooth and Efficient Reopening at Laredo

The Mission:

Reconfigure Laredo’s pedestrian crossing to facilitate a better flow and minimize confusion to pedestrians.

The Client:

The Achievement:

The Laredo port adopted an improved port layout after Constellation partners modeled several scenarios simulated with real world data. After selecting the optimal scenario from the models, the port constructed and reopened pedestrian crossing at the Convent Avenue Port of Entry.

Our Support:

Constellation staff observed the site during the first few days of re-opening, adjusting pedestrian flow to interact better with signage. These on-site adjustments decreased the need for officers assisting pedestrians from five to one, resulting in more time for officers to support their law enforcement mission.
